Next Chapter of Royal Bay: Latoria South
Years in the making, the next phase of Royal Bay, Latoria South, is approved and moving forward. We are working quickly now to bring the services and amenities the community is asking for, to life.
Latoria South is rapidly transforming into an active construction area as we prepare the land for the next chapter of Royal Bay. Development plans have been accelerated by the two announcements of an elementary school site purchase and the Royal BC Museum Collections and Research Facility.
One of the West Shore’s most recognizable landmarks, the Royal Bay quarry has played an important role in the Colwood community for over a century. Throughout the quarry’s years of service, Colwood has grown from its rural roots to become a flourishing urban community. It is now time to close the old quarry entirely and reclaim the land to enable the plan just approved by Colwood Council.
This week, you will start to see more people, trucks, and equipment on-site, site grading and removal of some trees along Latoria Creek Park will occur. Over the next year, you will see extensive land preparation as the big machines prepare the entire 158-acre site for development. A new retail village, including a grocery store, coffee shop, restaurant and pharmacy, is planned to start brick and mortar construction in Spring of 2021. The museum site will be prepared by June 2021, ready for the Province to then build the facility itself. Only those details recently announced by the Royal BC Museum and Province are known so far, but a public educational component has been confirmed, and at least 100 government jobs will be located right here in the heart of Royal Bay.
Old Latoria Road Trail was recently closed to the public, and various access points into the land from Latoria Ck Park are now being closed to the public to ensure construction activities can occur safely. We ask that for you and your family’s safety, including dogs, that you refrain from accessing the fenced lands of Latoria South.
Work will occur within the noise bylaw requirements, and we will be working with the contractor to mitigate construction nuisances.
On an unrelated note, we are pleased to share that the much-anticipated playground in Meadow Green finally has vertical elements in place for the first playground toys. Construction is expected to last 6-8 weeks, after which the playground will open, even if a temporary access route is needed. The landscaping of the large park green will occur after the playground opens, and over the Winter with final planting and grass seeding in the Spring. Next year, additional park connections will be made through and around Murray’s Pond park, as well as connecting the Ryder Hesjedal Way pedestrian/cycle track up to Painter Road trail.
